ABCA Disciplinary Actions

The American Border Collie Association has expelled Richard Swafford of Portland, Tennessee (Swafford's Border Collies, All Around Border Collies).

Richard Swafford has been expelled from ABCA membership for submitting false registration documents to the ABCA and for executing and delivering false registration applications to buyers of his dogs. It was determined through an ABCA investigation that Richard Swafford's breeding practices and kennel conditions were not conducive to accurate registration. Effective June 9, 2004, Mr. Swafford's registration and certification privileges with the ABCA were revoked. This means that no dog Richard Swafford sells, and no pup produced by a sire or dam he owns, is eligible for registration with the American Border Collie Association. Because the evidence showed systematic misrepresentation by Mr. Swafford of the identity and parentage of the dogs he sold, any dog which passes through his kennel must be regarded as suspect.
